The Town of Halton Hills Council is elected by residents of Halton Hills for a four-year term of office through the municipal election process.
The Town of Halton Hills consists of four wards with eleven members of Council. The eleven members include the Mayor, two Regional Councillors and eight Local Councillors. Learn more about our Council members and wards below.

A ward is defined as a division or district of a city or town for administrative or political purposes. The Town of Halton Hills is divided into 4 wards. Local Councillors represent each of the four Town wards and are responsible for making decisions around issues pertaining to Halton Hills. Regional Councillors represent two of the four wards in addition to representing Halton Hills as members of Halton Regional Council. All Councillors are members of the Town of Halton Hills Council.

Ann Lawlor was elected as Mayor of Halton Hills in October, 2022. She was first elected as a Ward 4 representative to Council in 2010 and served three terms. In addition to her Council work, Ann administered historic Devereaux House.
About |
Before taking public office, Ann's career included 10 years as an account executive in the family-owned marketing company; five years as director of a social service agency and three years managing her own consulting business. Ann's long-time passion for effective government is grounded in a master's degree in public administration from the London School of Economics. She earned her BA at the University of Waterloo. Over many years, as a leader in many organizations, Ann has inspired and encouraged teams of people to make a difference in our Town. Ann's Impact:

Originally joining Town Council in 1996, Clark served two terms as a local Councillor before he was elected to Halton Regional Council where he continues to represent Acton as well as the Halton Hills rural community.

In 2008, Clark was elected to the Board of Directors for the Federation of Canadian Municipalities (FCM), a national voice for Canadian municipalities. He was elected as the 88th President of FCM in 2016 and worked closely with the Federal Government to advance numerous priority municipal issues. Clark has served on a number of FCM committees including the Rural Forum, increasing women’s participation in municipal government as well as the Executive Committee. Over the past several years, Clark has also been an instrumental member on various community and municipal committees including:
Through his work with community groups such as Poverty Free Halton, Clark has advocated for accessible and affordable housing, transit passes for low-income earners and inclusive neighbourhoods. He has actively promoted engagement for youth and supported new Canadians and women in municipal government. Having served the community of Halton Hills for over 25 years, Clark is aware of the unique challenges faced by rural communities. He continues to work with all levels of government including community partners and residents to advocate for priority issues such as addressing rural broadband service gaps, investments in roads and infrastructure, support for small businesses and addressing climate change and supporting resilient communities. In 2013, Clark received the Queen Elizabeth II Diamond Jubilee Medal for his work with FCM and for his national advocacy on free and fair trade. |

First elected in 1997, Jane served two terms as a local Councillor representing Georgetown and is currently serving her sixth term as a member of Halton Regional Council.
About |
As a Regional Councillor she has committed to developing and maintaining a balanced, liveable Halton Hills that is economically viable, with a social conscience. Her efforts have contributed to the expansion of Halton Hills' interconnected trails and cycling routes, and lively cultural scene. Jane is very interested in environmental issues and supports Town efforts to address climate change and protect the natural environment. Before entering public life, Jane worked in Parks and Recreation for the cities of North York and Sudbury. She has a B.A. in Physical Education and an M. Sc. in Sport Psychology. Jane is a volunteer member of the Friends of the Old Seed House Garden. She is a co-lead of the Halton Hills Climate Action group and is a leader of Stop Sprawl Halton. She is an avid cyclist, plays tennis and enjoys gardening and camping. She is also a recipient of the 2011 Halton Hills Arts Alive Award for Culture and the 2022 recipient of the Ontario Nature Public Service Award for her work in curbing sprawl in Ontario. A lifelong resident of Halton Hills, Alex has taken pride in supporting his local community in various capacities over the years. Alex is currently serving his first term as a Local Councillor.
About |
Having founded Inspire Halton in 2012, a non-profit serving youth, Alex was recognized in 2017 with both the Kenneth Harrison Award for Youth Mentorship by the Halton Hills Cultural Roundtable, and for his philanthropic work by the Associated Fundraising Professionals, Golden Horseshoe Chapter. His commitment and professionalism was again recognized by the Halton Hills Chamber of Commerce when he became a finalist in the 2021 Business Excellence Awards, and in 2023, he was awarded the Order of Niagara by the Anglican Diocese of Niagara for his service to the church. Alex is a graduate of the University of London, England, and has a BA in Philosophy and Religious Studies. He co-founded Acton UP, Acton’s first local online newspaper, was one of the first three Youth Programmers with the Halton Hills Youth Centres and was a Canada 150 Ambassador. He is currently President of the Optimist Club of Halton Hills, Rector’s Warden at St. Alban the Martyr Anglican Church in Acton, a member of the Acton Legion, and sits on the board of the Acton Foodshare. Previously, Alex volunteered with a myriad of other community organizations including Links2Care, Big Brothers Big Sisters of Halton, the Acton Town Hall Players, Scouts Canada and Mediaeval Productions. He is a photographer, a writer and a musician who has taught through the Acton Music Centre for nearly a decade. You will often find him hiking the trails and roads of our town, appreciating the beauty of the nature we live in. He served as Acton BIA Coordinator, leading downtown Acton through the pandemic, running the Acton Farmers’ Market, managing the town’s gardens and heading up Leathertown Festival, Acton’s largest one-day event. Alex is an advocate for protecting community services, supporting businesses, road safety, planning for the future and for public servants being increasingly accessibility to residents. An avid believer in the importance of building community, Alex is excited to further serve the residents of Halton Hills in this next chapter as Ward 1 Councillor and looks forward to the challenges ahead. |

Michael is an optimist who deals with issues and concerns in a sensible and realistic way. Following a by-election, he was first elected to Town Council in 2015 and re-elected for his third term in 2022.
About |
Michael is a lifelong resident of Acton, a community he has called home since 1964. He attended M.Z. Bennett Elementary and Acton High Schools and obtained his degree in Media Arts at Sheridan College. Michael worked with the Upper Grand District School Board in Guelph for 37 years until his retirement as the Manager of Information Technology. Michael is a recipient of the Award of Merit for outstanding contribution to education, awarded by the Ontario Secondary School Teachers Federation, the Wellington County Board of Education’s Chairman Plus Award for improving teaching methods through the use of technology and Upper Grand District School Board’s Every Day Hero for outstanding achievement in education. Michael has volunteered with the Acton Lions Club, Acton Baseball Association, Big Brother Canada, Acton Fall Fair with the Knights of Columbus, PanAm and Para PanAm games. Michael believes in community service, supporting Acton Community Garden and Acton BIA and is the Chairperson of Acton Foodshare (Acton Food Bank). Michael is Council’s Liaison to the Acton BIA Board of Directors and has been appointed as the Chairperson to the Halton Hills Accessibility Advisory Committee. Michael is a family man who cares about his community, his children and grandchildren and their future. He enjoys cooking, wood carving, gardening, hiking. As a life-long Halton Hills resident he takes tremendous pride serving on Town Council. Originally from the Hamlet of Norval, Jason was elected in 2022 and is currently serving his first term as a Local Councillor supporting the hamlets and rural areas of Halton Hills.

Jason currently lives with his family in the Glen Williams area of Ward 2. He has been married for 27 years to his wife Jane, and they have two adult children, Austin, and Darien. As a passionate member of the community, Jason is a dedicated volunteer. He has been the Vice-Chair of the Board for the Halton Hills Chamber of Commerce and currently acts as a board member with the Bennett Centre long term care home in Georgetown. In addition to his community involvement, he is also the proud owner of Terra Cotta Foods Ltd. In his next chapter of community service, as a Ward 2 Councillor, Jason is looking forward to serving his constituents in the community that he both lives in, and cares deeply for. |

At the age of 20, Joseph is the youngest recorded elected Local Councillor in the Town of Halton Hills. Joining the Town Council in 2022, Joseph is currently serving his first term.

The Racinsky family has called Halton Hills home for over fifty years and Joseph was born at the Georgetown Hospital. He is excited to bring a new and fresh perspective to Council having volunteered in different capacities in the community and serving his church in Georgetown. Before entering municipal government, Joseph worked for a member of provincial parliament (MPP). Joseph hopes his experience with other levels of government will be of benefit to Halton Hills. Hard work is something Joseph values highly, and he is eager to work hard on behalf of the Town’s residents. Joseph is proud to represent the rural area in Halton Hills and looks forward to championing history, culture, agriculture, and sound fiscal management. Joseph is currently serving on the board of the Community Foundation of Halton North and is the secretary for the Georgetown Agricultural Society. Chantal is a recognized leader in promoting personal wellness and sustainable communities. Elected in 2022, Chantal is serving her first term as a Local Councillor for the Town of Halton Hills.

Chantal Garneau is a small business owner, and meditation artist. She grew up in Georgetown (Ward 3) and currently lives there with her family. She is the co-founder of Halton Hills Nature and a board member of the Downtown Georgetown Farmers Market and POWER (Protect Our Water and Environmental Resources). Recently, she helped Halton Hills receive Nature Canada’s Bird Friendly City designation. In 2022 Chantal won an Ontario Culture Days award for her innovative approach to connecting people to nature. Chantal is fluent in French and English and is a graduate of the University of Guelph. |

Living in Georgetown for over 35 years, Ron was elected in 2022 to serve his first term as a Local Councillor supporting the residents of North Georgetown and all of Halton Hills.
About |
Ron was raised in Toronto and along with his wife, purchased their first home in Georgetown in 1987. They have raised their 2 kids in Halton Hills and now spend most of their free time with family and friends. Their daughter and son-in-law are raising their young family in Acton and their son and daughter-in-law operate a small business in East York. Ron is continuing his 41 year career as a sales professional in the Canadian food industry having been a part of introducing many new food products to Canadian consumers. Through the years, he has been active as a community volunteer with Georgetown Minor Hockey and Baseball, Kinsmen Girl’s Softball, Georgetown Kinsmen Past-President, Halton Hills (Property Standards Committee) and Living Hope Church. Ron stays active playing on two ball teams; the Georgetown SloPitch League and A League of Our Own (modified mixed fastball). |

Bob has represented the community of Georgetown since 1997, when he was first elected as a Local Councillor. Bob is currently serving his eighth term sitting on the Town's Council.
About |
Before joining Council, Bob worked for almost 30 years in several business sectors including computer and technical manufacturing and construction. Bob is a fourth-generation resident of the Town of Halton Hills. Bob entered public life with a goal to help the Town balance the different perspectives between town and country residents, and long-time residents compared with new arrivals. He continues to believe this balance is important, especially given the influx of people moving to the Town from across the Greater Toronto Area. Bob's hobby is beekeeping. He has about half a dozen hives, which allow him to spend time outdoors, pursuing an environmentally-friendly interest. Bob has devoted considerable time to committee work including:

D’Arcy Keene represents Ward 4 where he has lived for over a decade and runs a small business serving the home building industry. As a business owner, D’Arcy is a strong advocate for fiscal responsibility of the Town’s finances and maximum government transparency. Personally, D’Arcy is a proud father of 4 children and enjoys golfing, skiing and hiking the beautiful trails of our town. He is an active volunteer, serving as a Warden at St. George’s, donating to Credit Valley Conservation and is a regular blood donor. |

Municipal governments carry out responsibilities as set out in the Municipal Act, 2001. The Town of Halton Hills is an example of a municipal government and is responsible for providing a variety of services within its local boundaries. Regional governments also fall under the municipal level and have a mandate to deliver specific services set out by the Municipal Act, 2001 and the Government of Ontario.
