Realty (property) taxes are levied by the Town. Taxes provide the main source of revenue to deliver services supplied by the Town, the region and school boards located in Halton Hills. Properties are assigned a tax class depending on the use or purpose of each property. Annual tax rates are set and applied to each tax class. Each year Halton Hills Town Council approves the budget which is made up of two parts: the operating budget (ongoing, day-to-day expenses) and a capital budget (infrastructure expenses). Staff typically bring forward a preliminary budget forecast to Town Council in the fall and develop and present their business plans later in the year. The 2024 budget was approved on December 11th, 2023 which resulted in an overall increase of 6.06% on the residential tax bill. This allowed the Town to maintain current service levels, invest in infrastructure through an increase of 0.78% to the state of good repair special levy and also addresses future healthcare funding needs through the creation of a new healthcare special levy of 0.25%. The specifics of the operating budget can be found within the 2024 Operating Budget. The Town does not receive all the money collected from property taxes as the municipality collects the taxes on behalf of Halton Region and the school boards. The Town only receives .49 of every dollar collected. The 6.06% overall property tax rate is a result of the Town’s budget levy increase, blended with the taxes paid to Halton Region (5.1% projected) and the school boards (0%). How will reassessment affect my 2017-2020 taxes?Halton Region has experienced higher market value increases than the province as a whole. Halton Hills' market value increases are approximately 25 per cent. If your assessment has increased by more than 25 per cent you will experience an assessment related increase in your taxes that will be phased-in over the four year period. For example:
This example represents a 42 per cent increase or 10.5 per cent increase year over year from 2017 to 2020. The town's overall average increase is approximately 25 per cent or 6.3 per cent year over year. If your assessment has increased more than the Town's overall average, you will have a property tax increase due to reassessment. The difference between the average Town increase of 25 per cent and the increase of 42 per cent from the example above is 17 per cent. The 17 per cent difference will be phased-in over the four year period 2017 to 2020, or approximately 4.25 per cent increase per year (excluding any budgetary related changes).
