In accordance with the Places to Grow Act (2005), the Province requires the Town of Halton Hills to bring its Official Plan into conformity with the Growth Plan for the Greater Golden Horseshoe.
In 2009, the Region of Halton concluded its Official Plan review with the adoption of Regional Official Plan Amendment No. 38 (ROPA 38). ROPA 38 identifies a preferred growth option for the Region, while implementing the Growth Plan for the Greater Golden Horseshoe, the Greenbelt Plan, and the Provincial Policy Statement in a Halton context.
Subsequently, the Town of Halton Hills initiated Official Plan Amendment No. 10 (OPA 10), which will bring the Town's Official Plan into conformity with ROPA 38. OPA 10 will implement the preferred growth option of ROPA 38 in a Halton Hills context, with the following essential revisions to achieve conformity to the ROPA 38 and the Growth Plan for the Greater Golden Horseshoe:
the replacement of the current 2021 planning horizon with a new 2031 planning horizon;
the identification of a 2031 total population of 94,000 people and a total employment of 43,000 jobs;
the expansion of the Georgetown Urban Area to include:the expansion of the Premier Gateway Employment Area by 340 gross hectares north of Steeles Avenue;
Southwest Georgetown, bounded by Trafalgar Road, Fifteen Side Road, Eighth Line and 10 Side Road;
Southeast Georgetown, bounded by the Tenth Line, 10 Side Road and the Hamlet of Norval; and,
the existing Hamlet of Stewarttown along with adjacent lands bounded by the CN Railway line and the Protected Countryside Area of the Greenbelt Plan;
the integration of the existing Rural (Mansewood) Industrial Area into the Urban Area as a General Employment Area;
the inclusion of a minimum Designated Greenfield Area density target of 39 residents and jobs per gross hectare, which is a blended figure that includes both Georgetown and the Premier Gateway Employment Area;
updates to the housing unit mix;
the inclusion of general policy direction for the Future Residential/Mixed Use Area and the Future Employment Area including the establishment of the local phasing of development as part of future Secondary Plan exercises to the 2031 planning horizon;
the inclusion of additional policy direction regarding employment land conversions;
the identification of Future Strategic Employment Areas (FSEA) and accompanying policies;
the inclusion of additional direction on phasing policies as per ROPA 38; and,
the inclusion of additional policy direction regarding the preparation of Secondary Plans as per ROPA 38.
At the Community Affairs Committee meeting of March 1, 2016, the Community Affairs Committee approved Staff Report PI-2016-0013, and thereby endorsed the proposed Regional modifications to Official Plan Amendment No. 10, as set out in the Regional post-circulation letter. Staff Report PI-2016-0013 will come before Council for final approval on March 21, 2016. If approved by Council, the Town will await issuance of Halton Region's Notice of Decision for OPA 10, at which time OPA 10 will be brought into effect, and an appeal period will commence.
The Town of Halton Hills held a Statutory Public Meeting in May 2014 to inform and consult the community about the Draft Modifications to OPA 10. The Final Modifications to Official Plan Amendment No. 10 were adopted by Town Council in June 2014. Further information is provided in Report PDS-2014-0047.
The initiation of the GTA West Corridor Protection Study (Official Plan Amendment No. 21) caused the need for several modifications to OPA 10, prior to its approval by the Region of Halton. Further information is provided in Report PDS-2014-0029.
The Town of Halton Hills held a Public Open House in May 2014 to inform and consult the community about necessary modifications to OPA 10. Subsequently, the Draft Modifications to Official Plan Amendment No. 10 were adopted by Town Council in May 2014. Further information is provided in Report PDS-2014-0039.
The Final Official Plan Amendment No. 10 was adopted by Town Council in June 2010, at which time the attached Notice of Adoption was released by the Town. Further information is provided in Report PDS-2010-0060.
